Aviation Training Organisation (ATO) Certification Workshop
Atelier de Certification de l'Organisation de Formation Aéronautique (ATO)
Addis Ababa, Ethiopia. 21 to 22 October 2015
An ATO Certification workshop was organised in Addis Ababa, Ethiopia from 21 to 22 October 2015, in close cooperation with the Association of African Aviation Training Organisations (AATO), the Global Aviation Training (GAT) office of ICAO, ICAO ESAF regional office, African Civil Aviation Conference (AFCAC), and the Ethiopian Aviation Academy (EAA).
The workshop addressed the certification process of the Aviation Training Organizations (ATOs) in Africa and looked at current challenges of an ATO approval, the ATO approval process itself, requirements and practices as well as best practices. It discussed the question of how to deal with 3rd party providers and foreign ATOs and it was followed by a networking session lead by AATO and AFCAC. Speakers and participants came from ICAO, the AATO, AFCAC, CAAs and ATOs from sub-Saharan Africa as well as two European experts.

Un atelier de certification ATO a été organisé à Addis-Abeba, en Ethiopie, du 21 au 22 octobre 2015, en étroite coopération avec l'Association des organisations africaines de formation aéronautique (AATO), le bureau GAT (Global Aviation Training) de l'OACI, le bureau régional de l'OACI à l'ESAF, l'Afrique La Conférence de l'aviation civile (AFCAC) et l'Ethiopian Aviation Academy (EAA).
L'atelier a abordé le processus de certification des organisations de formation aéronautique (ATO) en Afrique et a examiné les défis actuels d'une approbation de l'ATO, le processus d'approbation de l'ATO lui-même, les exigences et les pratiques ainsi que les meilleures pratiques. Il a discuté de la question de savoir comment traiter avec les fournisseurs tiers et les OAA étrangers, suivi d'une séance de réseautage menée par AATO et AFCAC. Les orateurs et les participants sont venus de l'OACI, de l'AATO, de l'AFCAC, des CAA et des ATO de l'Afrique subsaharienne ainsi que de deux experts européens.

AATO Strategic Plan for 2013 to 2015
Plan Stratégique de l'AATO pour 2013 à 2015
The AATO Strategic Plan for 2013 to 2015 was prepared based on information collected and compiled by the Training Experts Working Groups (TEWG), and from the meetings of the Assembly and Interim Council. The information was collected over a four year period since the meetings started in 2009.
This Strategic Plan was prepared for the purpose of guiding the establishment and operation of the Association of African Aviation Training Organisation (AATO) during the three years 2013-2015. It was prepared by the Interim Council as mandated by the Aviation Training Organisations Assembly held in Nairobi on 2nd – 4th April 2012. The establishment of a functioning AATO is aimed at achieving Recommendation 5/8 of ICAO Special AFI/RAN meeting of 2008 held in Durban, South Africa on the establishment and implementation of a framework for harmonisation and standardization of aviation training in Africa. The implementation of harmonised and standardised training is necessary for the achievement and sustenance of high level of aviation safety in Africa.
The Strategic Plan represents a prioritisation of important activities as envisaged by the Interim Council. With implementation of the activities outlined in the Plan, it is expected that AATO will be established and equipped to deliver its mandate. The detailed framework of the strategic activities, target dates, responsibility and budgets provides the necessary clarity required for the effective implementation of the Strategic Plan.
The key activities planned for implementation during the first three years include the establishment and operationalization of the AATO, the development and implementation of a system for accreditation of Centres of Excellence among the training organizations and the development of partnerships to support a sustainable AATO. In addition, AATO is expected to grow in the next three years and become the voice of Aviation Training Organisations (ATOs) in Africa, advocating their positions in international fora.
The implementation of the Strategic Plan is mainly based on funding from membership fees and subscriptions, donations and sponsorship. It is therefore, envisaged that during the initial years limited activities will be carried out due to financial constraints as the recruitment of members goes on. This is however, expected to pick up progressively as more members join the Association to benefit from the accreditation services to be offered. The development of partnerships will also help improve the financial position of AATO.

Le Plan stratégique de l'AATO pour 2013-2015 a été préparé sur la base des informations recueillies et compilées par les groupes de travail des experts en formation (TEWG), et des réunions de l'Assemblée et du Conseil intérimaire. L'information a été recueillie sur une période de quatre ans depuis le début des réunions en 2009.
Ce plan stratégique a été préparé dans le but de guider la création et le fonctionnement de l'Association de l'Organisation africaine de formation aéronautique (AATO) au cours des trois années 2013-2015. Il a été préparé par le Conseil intérimaire tel que mandaté par l'Assemblée des organisations de formation aéronautique tenue à Nairobi du 2 au 4 avril 2012. La création d'un AATO opérationnel vise à réaliser la Recommandation 5/8 de la réunion spéciale AFI / RAN de l'OACI tenue en 2008. Durban, Afrique du Sud, sur l'établissement et la mise en œuvre d'un cadre d'harmonisation et de normalisation de la formation aéronautique en Afrique. La mise en œuvre d'une formation harmonisée et standardisée est nécessaire pour la réalisation et le maintien d'un niveau élevé de sécurité aérienne en Afrique.
Le Plan stratégique représente une hiérarchisation des activités importantes envisagées par le Conseil intérimaire. Avec la mise en œuvre des activités décrites dans le plan, l'AATO devrait être établie et équipée pour s'acquitter de son mandat. Le cadre détaillé des activités stratégiques, les dates cibles, la responsabilité et les budgets fournissent la clarté nécessaire à la mise en œuvre efficace du Plan stratégique.
Les principales activités prévues pour la mise en œuvre au cours des trois premières années comprennent la création et l'opérationnalisation de l'AATO, le développement et la mise en œuvre d'un système d'accréditation des centres d'excellence et le développement de partenariats pour soutenir une AATO durable. En outre, l'AATO devrait connaître une croissance au cours des trois prochaines années et devenir la voix des organisations de formation aéronautique (ATO) en Afrique, en défendant leurs positions dans les forums internationaux.
La mise en œuvre du plan stratégique repose principalement sur le financement des frais d'adhésion et des abonnements, des dons et des commandites. Il est donc prévu qu'au cours des premières années, des activités limitées seront menées en raison de contraintes financières au fur et à mesure du recrutement des membres. On s'attend cependant à ce que ce nombre augmente au fur et à mesure que de nouveaux membres se joignent à l'Association pour bénéficier des services d'accréditation qui seront offerts. Le développement de partenariats contribuera également à améliorer la situation financière de l'AATO.

The 2016 Annual General Assembly was hosted by the Uganda Civil Aviation Authority, on behalf of the Government of the Republic of Uganda. The Assembly was held at Imperial Royale Hotel, Kampala, Uganda, from 23 to 25 August 2016. The theme of AATO's 2nd Annual General Assembly was “Aviation Training Partnership and Collaboration: Challenges and Opportunities.”   
     The meeting was held in English with French translation, and was well attended by 110 participants from 18 states and 6 regional/international organizations. 
     The AATO Secretariate was represented by Mrs. Margareth Kyarwenda, Secretary General of the AATO assisted by: Mrs. Jane Kanyunyuzi, Principal Economic Regulation Officer; Ms. Jane Nakimu, Principal Aviation Security Inspector; Mr. Daniel Bateeze, Senior Aeronautical Information Management Officer; and Mr. Andrew Kasozi, Data Analyst.
L'Assemblée générale annuelle de 2016 a été accueillie par l'Autorité de l'aviation civile de l'Ouganda, au nom du Gouvernement de la République de l'Ouganda. L'Assemblée s'est tenue à l'hôtel Imperial Royale, Kampala, en Ouganda, du 23 au 25 août 2016. Le thème de la 2ème Assemblée générale annuelle de l'AATO était "Partenariat et collaboration en matière de formation aéronautique: défis et opportunités."
     La réunion s'est déroulée en anglais avec traduction en français et a accueilli 110 participants de 18 États et 6 organisations régionales / internationales. 
     Le secrétariat de l'AATO était représenté par Mme Margareth Kyarwenda, secrétaire générale de l'AATO, assistée de: Mme Jane Kanyunyuzi, responsable principale de la réglementation économique; Mme Jane Nakimu, inspectrice principale de la sécurité de l'aviation; M. Daniel Bateeze, responsable principal de la gestion de l'information aéronautique; et M. Andrew Kasozi, analyste de données.

The AATO 4th General Assembly will unite around 200 senior aviation training managers, Instructors, Inspectors, ANSP delegates from Africa and beyond for two days of networking, debate, analysis and insight.

An introduction to our General Assembly

Aviation is a sector of strategic importance that supports a broad set of economic and social development. The provision of quality aviation training is critical for the development of a sustainable, safe and secure air transport industry in Africa. As a region that faces shortages in critical skills in key areas of civil aviation to plan, coordinate, manage, operate, and oversee all complex operations in various aviation infrastructure, the growth of the industry will be influenced by the pace at which African organizations are able to develop and retain adequate and skilled human resources in compliance with ICAO provisions, plans, programs and required performance specified in ICAO SARPS

The establishment of AATO in Abuja in 2013 was key to the creation of a framework for harmonization and standardization of aviation training in Africa.

Since the third general assembly in 2019, AATO has made tremendous strides towards the realization of the objective. AATO has developed the African Aviation Training Roadmap so as to provide guidance on the development of training aviation personnel in Africa to meet future demands for the industry and in congruent with the ICAO strategic objectives, global and regional plans.  The Road Map was aimed at helping stakeholders to develop and implement plans to ensure that they improve their human resource requirements in order to meet the ICAO standards and recommended practices.  The AATO objective of providing harmonized and standardized quality training in Africa will empower ATOs and assist States in achieving the minimum safety and security standards.

The general assembly is expected to bring together aviation training organizations, individual professionals, and other organizations with interest in aviation training in Africa and beyond and will discuss the aviation training roadmap and other pertinent safety, security and facilitation training issues as well as training and personnel strategies towards the implementation of the single African air transport market (SAATM).

The theme of the assembly is “Unlocking Africa’s Aviation Skills Development for Recovery, Sustainability & SAATM Implementation.”

Panel topics:

  • The Role of Aviation Training Organizations in the industry recovery and sustainability.
  • Aviation Training Organizations’ Role in improving Critical Element 4 CE4) to enhance safety, security and facilitation.
  • Collaboration and Cooperation Between ATOs: Strategies to meet ICAO Strategic Objectives, Global, Regional, and National Plans.
  • Investment in ATOs towards the Achievement of the SAATM.
  • Taking Aviation Training to the Next Level: Connecting the Dots. Empowering AATO for Sustainable Capacity Building Programs.

The discussions will be conducted in English and French.

6th AATO Council Meeting report

The 6th AATO Council Meeting was held at the Sheraton Hotel in Addis Ababa, Ethiopia on the 15 to 16 March 2015. The meeting was attended by 9 participants, including members and observers from the Sudan High Level Academy and African Aviation Services, who also  sponsored the two day meeting.
La 6ème réunion du Conseil AATO s'est tenue à l'Hôtel Sheraton à Addis-Abeba, en Ethiopie, du 15 au 16 mars 2015. Ont participé à la réunion 9 participants, dont des membres et des observateurs de l'Académie de haut niveau du Soudan et des Services aéronautiques africains, qui ont également parrainé la réunion de deux jours.
